What is an energy certificate and why is it needed?

An energy certificate is a document that shows the energy efficiency of a property and is mandatory for the sale, rental, or construction of new buildings. The certificate categorizes the property according to energy consumption, assigning it an energy class from A+ (most efficient) to G (least efficient). Why is it needed?

When is an energy certificate mandatory?

According to Croatian law, an energy certificate is mandatory in the following cases:

  • • Renting an apartment or house – the landlord is obliged to provide the certificate to the tenant
  • • Public and commercial buildings – all buildings with a surface area greater than 250 m² used by public institutions must have a visibly displayed energy certificate
  • • New construction – mandatory before obtaining a use permit

Who is required to have an energy certificate?

Every owner who sells, rents, or advertises a property must have an energy certificate. The obligation applies to apartments, houses, commercial spaces, and buildings. Also, the certificate is required for investors during the technical inspection of new construction. Exceptions are rare and relate to auxiliary buildings, farm buildings, or spaces smaller than 50 m² that are not heated. In case of an inspection, the owner without a certificate can be fined.

How long is an energy certificate valid?

An energy certificate is valid for 10 years from the date of issue, provided that no significant changes have been made to the building that would affect its energy characteristics (e.g., replacement of windows, installation of insulation, new heating system). After the expiration date, the certificate must be renewed if the property is sold or rented again.

How long does it take to create an energy certificate?

The creation process usually takes between 2 and 5 working days, depending on the availability of documentation, the complexity of the building, and the location. After the order, an authorized certifier comes to the site, inspects the building, and collects data. Based on this data, a report is prepared containing the energy efficiency class, recommendations, and the official certificate, which is delivered in printed and digital form.

How much does an energy certificate cost?

The price depends on the type and size of the building, location, and availability of technical documentation. For apartments, prices range from 100 to 150 euros, while certificates for houses, commercial spaces, and larger buildings are more expensive. Can I rent or advertise a property without a certificate?

According to the law, advertising a property without an energy certificate is not allowed. All ads must include the energy class of the building if it is used for sale or rent. Otherwise, the owner and the agency risk an inspection and fines. That is why we recommend creating a certificate before publishing an ad.

What is analyzed during the creation of the certificate?

The certifier analyzes several parameters that affect energy consumption – the thickness and type of insulation, the quality of exterior windows, the heating and cooling method, the orientation of the building, ventilation, and the geometry of the building. In addition, data from the technical documentation (if any) and the actual condition of the building are taken into account. Based on this, energy consumption is calculated and an energy class is determined.

Can I know in advance what class my property will get?

The exact classification can only be determined after the certifier has processed all the data. However, we can objectively estimate an approximate class based on experience and basic information such as the year of construction, materials, insulation, and heating system. In older buildings without insulation and with worn-out windows, lower classes (E, F, G) are most common, while new buildings with quality equipment easily achieve A or B.

Who is authorized to issue energy certificates?

Energy certificates can only be issued by authorized engineers – certifiers, who are registered in the register of the Ministry of Physical Planning, Construction and State Assets. The register is publicly available and allows you to check who is legally authorized to create them.
