The issue of affordable housing is one of the most current topics in the Croatian real estate market.
After years of rising prices and increasingly expensive rents, the state is introducing a program that should facilitate access to quality and long-term rentals for a wide range of citizens.

The new affordable rent model brings the first concrete system in which apartments are offered at significantly lower prices than market prices, all with strictly defined criteria and clear rules of use.
The program is designed as a response to trends that have been visible for years in urban areas – growing demand, a lack of adequate supply, and the challenges of young families, single people, and employed citizens who want a stable home at a real price.


How does affordable rent work?


The affordable rent model is based on a simple principle: the state and cities provide apartments at controlled, significantly lower rents than market rents.
Tenants sign contracts for a certain period, and prices are formed according to pre-defined criteria, taking into account the size of the apartment and household income.
Unlike market rents, where prices are determined by demand and location, a system is applied here that limits the amount of rent to create more stable and predictable housing.
This enables households greater financial security, which is especially important in conditions of high living costs.

How much will citizens pay for affordable rent?


In practice, the prices of affordable rent will be noticeably lower than those on the open market.
According to currently available data, an average family with a total monthly income of 2,000 euros for an apartment of about 60 m² would pay approximately half the amount they would pay for the same apartment on the market.

In the new affordable rent model, households with more members and lower incomes will have an advantage, especially those between the ages of 25 and 45.
The system also takes into account additional life circumstances that may affect the assessment of priorities.

The rent that users pay goes directly to APN, and the amount must not be greater than 30 percent of the total monthly household income, after deducting utility costs.
The difference up to the full market rent is covered by the state, to keep the rent sustainable in the long term.
Apartment owners are paid a fee in the amount of the local median rent, in two separate payments, which ensures a stable income and a clear financial structure of the program.

Why is this program important for the Croatian real estate market?


The Croatian market has been marked for years by high growth in purchase and rental prices, with a limited supply of quality apartments.

Affordable rent should bring several positive effects:

First, some households finally get a stable solution that does not depend on market shocks.
Second, the pressure on the rental market is reduced, which can contribute to the stabilization of prices in the long term.
Third, the program encourages the construction of new apartments in partnership with the state and local self-government, thereby increasing the available housing supply.

For cities with growing demand – such as Zagreb, Split, Zadar, and Pula – this could bring significant relief, especially in the long-term rental segment.

Who can exercise the right to affordable rent?


The target group is middle-income households, which cannot access subsidized loans or the purchase market, but at the same time find it difficult to cope with high monthly rents.

The following will be taken into account when applying:

• total household income
• number of household members
• property status
• possible ownership of another property

Housing lists will be kept transparently, and households with children, young families, and workers in key sectors will have an advantage.

Potential challenges and impact on the future of housing


Like any major reform, the affordable rent program carries certain challenges.
The biggest is whether local communities will provide enough land and investment for the realization of the planned housing construction.
The second is the question of whether such a model will have a long-term impact on the rental market and motivate the owners of empty apartments to put them into circulation.

However, most indicators indicate that affordable rent could become a stable and long-term form of housing policy, which has been successfully functioning in many European countries for years.

Conclusion: a step towards a more sustainable housing market


Affordable rent represents an important step forward for the Croatian real estate market.
It enables citizens to have safer and more predictable housing, while at the same time encouraging the development of new housing projects and the stabilization of the rental market.

We will only see how the program will come to life in practice. But one thing is clear — this is an initiative that can significantly improve the quality of life of many households and have a long-term impact on the direction of housing policy development in Croatia.
