Pula is Istria's largest city and the only place on the peninsula with a serious year-round urban life, complete with a hospital, a university, a shipbuilding tradition and an airport in its own back yard. The Roman amphitheatre stands right by the harbour as a reminder that the city mattered long before it became the Austro-Hungarian naval base — though it is that later period that left much of the housing stock: generous flats in late nineteenth and early twentieth-century buildings, with thick walls and high ceilings. Unlike Istria's west coast, Pula is not primarily a tourist market, so flats in Vidikovac, Šijana and Kaštanjer are first and foremost places where people live all year. Verudela and Stoja hold the peninsula with the beaches, hotels and marina, and the stock aimed at guests runs out towards Štinjan and Premantura. That makes Pula one of the few Istrian choices where price, city amenities and the sea come together.

Buyers who live and work in Pula and want a flat or house for the whole year, joined by Slovenians, Italians and Austrians for whom the city is a few hours' drive. Investors increasingly buy here for a mix of seasonal and long-term letting, since students and working residents keep demand alive in winter too.
