Rovinj is Istria's most expensive property market, and the reason is straightforward: the old town is a former island packed tightly around the church of St Euphemia, it physically cannot expand, and the number of houses inside it is finite. Every stone house within the core therefore sells as a rarity, with everything that implies for paperwork, room dimensions and the terms of any restoration. Beyond the core the town is a good deal more accessible: Monte and Gripole are residential quarters where locals live year-round, the stretch towards Valbruna and Cuvi holds houses with gardens, and Rovinjsko Selo inland offers quieter living on larger plots. The Zlatni rt forest park and the string of islets offshore are protected, which further limits seafront building and keeps supply tight. Rovinj has a strong Italian tradition and is officially bilingual, with luxury hotels and a marina, and Pula airport lies some forty kilometres south. The season is long, but buyer demand here has never been merely seasonal.

Italian, Austrian and German buyers looking for a second home in a town they feel attached to, together with higher-budget domestic buyers. Investors who buy a stone house in the core almost always plan a full restoration and a high-end letting proposition rather than volume rental.
