Zagreb is the one sizeable Croatian property market that does not answer to the calendar. Demand comes from jobs, the university and steady migration from the rest of the country, so flats change hands in January as readily as in August. The city reads as a sequence of layers: the Austro-Hungarian blocks of Donji grad with their high ceilings and inner courtyards; the interwar villas climbing the slopes towards Medvednica; the roomy 1970s flats of Trešnjevka and Novi Zagreb; and the new-build that has lately concentrated towards Vrbani, Špansko and Sesvete. The 2020 earthquake permanently changed how people shop here — in older buildings, buyers now routinely ask about damage assessments, roof and chimney repairs, and what the co-owners have actually decided about restoration. Zagreb is also the country's transport hub, where the A1, A2 and A3 motorways meet and Franjo Tuđman airport sits to the south, which is why some buyers deliberately choose the commuter ring and drive in. Unlike the coast, rental income here is counted in years rather than weeks.

Families moving out of rented flats into ownership and first-time buyers, alongside investors buying for long-term tenancies to students and professionals. A growing share are Croatians returning from abroad who want a base that works all year round.

What should I check when buying in an older Zagreb building after the earthquake?

In Donji grad and the surrounding districts many buildings are still waiting for full restoration, so alongside the usual land registry extract it is worth asking for the post-earthquake inspection records. You want to know whether the building was ever declared unusable, whether the chimneys, gables and roof have been repaired, and whether the co-ownership agreement and maintenance fund are actually functioning. If the building is in the state restoration programme, ask what stage it has reached and who covers the part that is not funded. Buildings put up from the 1970s onwards mostly came through the earthquake without serious damage.

Which Zagreb districts suit families with children?

Maksimir, Vrbani, Srednjaci and parts of Novi Zagreb such as Sopot and Trnsko offer what families usually look for: nurseries and schools within walking distance, parks and green space, and a tram link to the centre. Rather than measuring the distance to the main square, measure the walk to the school, the nursery and the nearest tram or bus stop. If the household runs two cars, check whether the building has a garage, because parking is the biggest long-term headache in the denser districts.

New build or older flat in Zagreb?

New build brings a lift, a garage space, a better energy rating and noticeably lower running costs, but most of it is going up on the edges of the city, so the daily commute becomes part of the calculation. Older flats in Donji grad, Trešnjevka or Maksimir give you the location, larger rooms and an established neighbourhood, but often need new wiring, windows and heating. Before deciding, compare the total cost of purchase plus refurbishment against what the same floor area would cost you in a new development.

Can foreign nationals buy a flat in Zagreb?

Citizens of European Union member states buy in Zagreb on exactly the same terms as Croatians and are entered directly into the land registry. Buyers from outside the EU need consent from the Ministry of Justice and a reciprocity arrangement with their home country, which adds several months to the process. Because Zagreb increasingly draws people who move here for work, buying through a Croatian-registered company — which acquires property without that consent — is a common route. Establish which of the two applies to you before you sign a preliminary contract.
